We are nearing the point that is the typical crisis of the American Congress. Nuclear proliferation is indeed the characteristic of this nuclear age and is the major problem. It is a danger to us all living in the world of terrorism. We need a broad international regime to deal with these problems. Where there is time, diplomacy is the preferred course of action. With Iran, we should not give up the use of force in advance. There is a level of mistrust with Iran. In addition to sanctions, we need more pressures to move questions of security ahead.
We should change our attitudes with other engaged countries. There is more certainty of change if the US brings along China, France, Russia, UK, India, Japan and others. The permanent five members of the UN Security Council have a coordinated approach to this issue and the sanctions will not be available without them.
This is the time for the US and Russia to deliver talks for nuclear security and safety. There should be new efforts to improve limitations to control biological and chemical weapons and new steps to improve stability for nuclear forces. There should be far fewer deployed weapons. In cases of low level alert, there should be a removal of nuclear war heads from vehicles. Destruction of all weapons should become the norm.
Nuclear powers should increase security and should have the ability to verify weapon location and presence. Concentration, where it makes sense, to nuclear material and its storage in large clearly marked places. We need better long term storage of already stored plutonium.
The international community should look at proliferation as increased contact in discussion both unilaterally and bilaterally between nuclear states and non-nuclear states, plus Iran and North Korea.
In business, we need more than one provider to ensure competition and fair prices. Nuclear waste should be decided among other parties. The IAEA inspection regime should include the protocol standards, including those in resolution 1431. We need new negotiations for a treaty that cuts off the material for military use.
There are additional steps, like the study of additional nuclear facilities to ensure that safety and security standards are met. We need to improve national of transport of nuclear and spent fuel. We cannot have any more “three mile islands” or “Chernobyl’s”. We should consider a new and more effective form for negotiations for disarmament steps. There should be more focus on international border disputes that could lead to accidental or deliberate use of weapons. Lastly, we should develop programs for the guarantees of nuclear powers against black market selling of nuclear weapons.
