Cutting-Edge Methodologies for National and Foreign Policy Security

The IPS Methodology Program consists of a series of path-breaking and unique approaches developed by the IPS to allow for a comparative assessment of national security and foreign relations, and amount to the equivalent of a national “stock-taking.” The indices are released each year at the Herzliya Conference serving as a base for the ensuing discussions and debates.

The Herzliya Indices (Economic, Social, and Political)

This pioneering analytical project aims at measuring the “balance” of Israel’s national security situation from a comprehensive and comparative perspective. The quantitative approximation of Israel’s state of affairs in the economic, social and political spheres offered by these indices are an innovative attempt at crafting a multidimensional and sophisticated snapshot of Israel’s national strength. The indices not only portray Israel’s economic, social and political development, but also evaluates Israel’s comparative standing vis-à-vis the developed industrialized world and several neighboring Middle Eastern countries.

Alongside the quantitative indices, the IPS presents a comprehensive survey of Israeli public opinion on national security issues that provides a “subjective” index of national strength.

Herzliya Policy Project on Ranking Israel’s Foreign Relations Priorities

Based on the path-breaking methodological program of the Herzliya Indices, the Institute is working with the Ministry of Foreign Affairs to create a quantitative methodology for ranking the countries and international organizations according to Israel’s foreign policy priorities.
